HEF’s Resilience Task Group works closely with Historic England in the detailed drafting of the Heritage Sector Resilience Plan.
The Plan is regularly reviewed to ensure it is a live document, responsive to emerging challenges and opportunities.

Published in June 2025, the Heritage Sector Resilience Plan 2025-2035 is structured around four cornerstones, which will significantly strengthen the resilience of the historic environment and heritage sector in England: relevance, physical resilience, workforce and organisational resilience and financial resilience.
The Task Group is now working with Historic England and HEF members to monitor delivery and facilitate a cross-sector, collaborative approach to achieving greater long-term resilience for heritage.

The previous Heritage Sector Resilience Plan 2022-24 built on priorities identified in the Heritage Recovery Plan. A number of online workshops were held in late 2021/early 2022 to identify key topics for inclusion in the Plan, together with suggestions for actions to enhance the resilience of the sector.
The plan covered five themes: skills, strong governance, climate change, diversity & inclusion, and embedding heritage in wider public policy.
Cross-sector collaborative action was undertaken in key areas that will bolster the sector landscape in the longer term.
