Heritage Sector Resilience Plan
2025-35 (HSRP2)

The Heritage Sector Resilience Plan provides a clear roadmap for partnership working to deliver a robust and resilient heritage sector.

Report cover page reads "Heritage Sector Resilience Plan 2025-35, Historic Environment Forum"

Supported by Historic England, the Resilience Task Group has worked closely with HEF members in focus groups and meetings throughout 2024-25 towards the detailed drafting of the Heritage Sector Resilience Plan (HSRP2).

Published in June 2025, the new plan is structured around four cornerstones, which will significantly strengthen the resilience of the historic environment and heritage sector in England:

  • relevance
  • physical resilience
  • workforce and organisational resilience
  • financial resilience.

The plan defines a long-term (ten-year) outcome that we seek for each cornerstone to ensure the heritage sector becomes more resilient, followed by collaborative priority actions that are needed to respond to the challenges identified in relation to each cornerstone.

The Plan will be regularly reviewed to ensure it is a live document, responsive to emerging challenges and opportunities.

The Task Group is now working with Historic England and HEF members to monitor delivery and facilitate a cross-sector, collaborative approach to achieving greater long-term resilience for heritage.
