The Framework was put together after extensive consultation and debate, and built on the successes of the National Heritage Protection Plan 2011-2015, published by English Heritage in 2010.
For each of the five themes, the Framework document identifies where collaboration can add value to the work of individual bodies.
It explains why these five themes were important to the sector in 2015, sets out a vision for each, and identifies priorities for collaborative action.
The Framework did not aim to be comprehensive in describing all the activities of the heritage sector, but focused on the areas where collaboration was necessary to deliver public benefits and where organisations from across the sector could bring their range of resources to the tasks that were identified as of greatest urgency to sustain and promote the historic environment of England, encourage access and broaden knowledge for a variety of audiences.
